อภิปรายผล โลกทัศน์ด้านการปกครองที่เกี่ยวกับผู้นำหรือผู้บริหารประเทศนั้นลาวมองว่า ผู้ปกครองมีความสำคัญมากยิ่งกว่ารูปแบบการปกครอง หากผู้ปกครองดีไม่ว่ารูปแบบการปกครองใดประชาชนย่อมอยู่เป็นสุข ดังนั้นบุคคลที่จะมาเป็นผู้นำจะต้องประกอบด้วยคุณสมบัติต่าง ๆ ได้แก่ รักชาติ ซื่อสัตย์ อดทนและมุ่งมั่น มีความรู้ความสามารถ มีภาวะผู้นำ รู้จักผู้ใต้ปกครองเป็นอย่างดี มีความยุติธรรม และไม่เจ้ายศเจ้าอย่าง
โลกทัศน์เกี่ยวกับผู้ปกครองของลาวนี้เป็นสิ่งจำเป็นที่ผู้นำต้องมีและเป็นสิ่งที่ลาวต้องการจากผู้นำที่ทำหน้าที่บริหารประเทศ เพราะนอกจากคุณลักษณะดังกล่าวของผู้นำจะช่วยให้การสร้างสาพัฒนาประเทศไปสู่ความทันสมัยและความเจริญด้านเศรษฐกิจของ สปป. ลาวแล้ว โลกทัศน์ดังกล่าวยังสอดคล้องกับคุณสมบัติของผู้นำที่พรรคประชาชาชนปฏิวัติได้กำหนดไว้ด้วย ดังที่สุดแสงแพง สิงดาลา และคณะ (๒๐๑๕, หน้า ๑๓-๖๙) ได้กล่าวถึงคุณสมบัติพื้นฐานของผู้นำลาวที่พรรค ฯ ต้องการสรุปความได้ว่า ผู้นำต้องมีแบบแผนการดำรงชีวิตที่เรียบง่าย ประหยัด มัธยัสถ์ หากใช้ชีวิตที่หรูหราฟุ่มเฟือยจะทำให้ขัดสน และเมื่อขัดสนแล้วย่อมไม่สามารถรักษาความซื่อสัตย์ต่อหน้าที่ไว้ได้ ผู้นำต้องมีความขยัน และมีจิตใจมานะมุ่งมั่นทำงานให้ประเทศชาติอยู่เสมอเพราะภารกิจในการปกปักรักษา และสร้างสาประเทศชาติเป็นภารกิจที่ยืดเยื้อยาวนานไม่มีวันเสร็จสิ้น ผู้นำต้องให้เกียรติและให้ความนับถือคนใต้ปกครอง รู้จักรับฟัง (เงี่ยหูฟัง) ผู้ใต้ปกครอง เอาใจเขามาใส่ใจเรา ส่งเสริมสนับสนุนผู้ใต้ปกครองในทางที่สอดคล้องกับอุดมการณ์ของพรรค ฯ และรัฐ แต่ไม่ใช่ด้วยการโอบอุ้มไปทุกอย่าง พร้อมกันนี้ก็ได้ยกย่องบรรดาอดีตผู้นำของพรรคฯ โดยเฉพาะอย่างยิ่งผู้นำพรรคฯในช่วงการปฏิวัติเพื่อการปลดปล่อยว่าเป็นผู้นำที่เพียบพร้อมไปด้วยคุณสมบัติของการเป็นผู้นำที่สามารถนำมาเป็นแบบอย่างให้คนรุ่นหลังประพฤติตามได้ ส่วนโลกทัศน์เกี่ยวกับพรรคประชาชนปฏิวัติลาวนั้น ลาวมองว่า พรรคฯ มีความเป็นอันหนึ่งอันเดียวกันกับผู้นำที่บริหารประเทศและประชาชนลาวอย่างแนบแน่น อีกทั้งยังได้พิสูจน์ให้เห็นว่าได้ยืนหยัดเคียงบ่าเคียงไหล่ประชาชนมานับตั้งแต่อดีตตั้งแต่เริ่มมีการก่อตั้งพรรคฯ ในการต่อสู้เพื่อปลดแอก สปป.ลาวจากจักรวรรดินิยมเรื่อยมาจนถึงปัจจุบัน ดังนั้นพรรคประชาชนปฏิวัติลาวจึงเป็นพรรคการเมืองเพียงพรรคเดียวเท่านั้นที่สามารถนำพาชาติและประชาชนให้รอดปลอดภัยและสร้างความเจริญรุ่งเรืองให้แก่ประเทศ โลกทัศน์ดังกล่าวนี้ สะท้อนว่า ลาวได้ผูกโยง “ชาติ” กับความเชื่อมั่นศรัทธาที่มีต่อพรรคประชาชนปฏิวัติลาวไว้ด้วยกันอย่างเหนียวแน่น ด้วยการชี้ให้เห็นว่า ความสำเร็จของการพัฒนาประเทศจะควบคู่ไปกับความสำเร็จในการพัฒนาพรรคฯ ทั้งนี้เป็นที่น่าสังเกตว่าโลกทัศน์ด้านการปกครองนี้ เป็นผลมาจากการหล่อหลอมของระบอบการปกครองของสปป.ลาวที่ผู้บริหารประเทศกับพรรค ฯ ต้องมีความเป็นอันหนึ่งอันเดียวกัน โดยพรรค ฯ จะเป็นผู้เลือกเลขาธิการพรรค ฯ ซึ่งเลขาธิการของพรรค ฯ ก็จะดำรงตำแหน่งประธานประเทศ รวมทั้งยังเป็นผู้เลือกคณะรัฐมนตรีซึ่งมาจากกรรมการบริหารพรรคเพื่อมาบริหารประเทศด้วย ซึ่งกรรมการบริหารพรรคเหล่านั้นกว่าจะขึ้นมาอยู่ในระดับกรรมการบริหารได้ ก็ผ่านการคัดกรอง ตรวจสอบจากพรรคฯ มาอย่างดี ดังนั้นพรรค ฯ กับผู้นำประเทศ และรัฐบาลจึงมีความเป็นอันหนึ่งอันเดียวกัน ทั้งนี้ก็เพื่อความมั่นคงทางการเมืองและความมั่นคงของประเทศ ด้วยเหตุนี้บุคคลที่ได้รับการคัดเลือกจากพรรค ฯ เพื่อเข้ามาทำหน้าที่ผู้นำบริหารประเทศจึงต้องมีทั้งความรู้ความสามารถและความดีตาม “อุดมการณ์ของพรรค ฯ” เพื่อจะได้พัฒนาประเทศให้เจริญ และทำให้ประชาชนมีความกินดีอยู่ดี ซึ่งหากสามารถทำได้ตามที่กล่าวมานี้แล้ว ย่อมส่งผลให้เสถียรภาพของรัฐบาลมีความมั่นคง เมื่อรัฐบาลมีเสถียรภาพ นั่นก็หมายถึงความมั่นคงของพรรคประชาชนปฏิวัติลาวด้วยเช่นกัน เพราะพรรค ฯ เป็นผู้คัดเลือกบุคคลขึ้นมาบริหารประเทศอีกทั้งเป็นผู้กำหนดนโยบายในการบริหารประเทศ ทั้งนี้ก็เพื่อสืบทอดระบอบการปกครองแบบสังคมนิยมโดยมีพรรคประชาชนปฏิวัติลาวเป็นแกนนำเพียงพรรคเดียวในการปกครองประเทศ ดังจะเห็นได้จากการที่พรรคประชาชนปฏิวัติลาวได้บัญญัติไว้ในรัฐธรรมนูญตั้งแต่ฉบับปฐมเมื่อปี ค.ศ. ๑๙๗๕ (พ.ศ. ๒๕๑๘) ว่า “พรรคประชาชนปฏิวัติลาวเป็นพรรคการเมืองเดียวที่ชี้นำการใช้อำนาจนิติบัญญัติ อำนาจตุลาการและอำนาจบริหารในสาธารณรัฐประชาธิปไตยประชาชนลาว” (ทรงฤทธิ์ โพธิ์เงิน, ๒๙ ตุลาคม ๒๕๕๓) ส่วนโลกทัศน์ด้านเศรษฐกิจนั้น ลาวมีโลกทัศน์ว่าเศรษฐกิจเป็นพลังที่สำคัญในการขับเคลื่อนประเทศให้พัฒนา โดยเฉพาะอย่างยิ่ง การผลิตไฟฟ้าจากพลังน้ำที่นอกจากจะเป็นพลังงานเพื่อนำมาใช้ในการพัฒนาประเทศแล้วยังเป็นสินค้าส่งออกที่สำคัญด้วย พลังงานไฟฟ้าจากพลังน้ำนับเป็นตัวจักรสำคัญที่นอกจากจะทำให้เศรษฐกิจเจริญเติบโตอย่างก้าวกระโดดแล้ว ยังทำให้เศรษฐกิจด้านต่าง ๆ มีการพัฒนาซึ่งนำไปสู่การเป็นประเทศอุตสาหกรรมที่ทันสมัยอีกด้วย ประกอบกับ สปป. ลาวเป็นประเทศที่มีความอุดมสมบูรณ์ของทรัพยากรธรรมชาติซึ่งเป็นจุดแข็งของประเทศ เพื่อสนองตอบนโยบายของการเป็น “หม้อไฟ” ของเอเชีย ทั้งยังย้ำว่าพลังงานไฟฟ้าที่ผลิตจากน้ำนี้เป็นพลังงานธรรมชาติที่สะอาดและไม่เป็นมลพิษต่อสิ่งแวดล้อมทั้งของ สปป.ลาวและของโลก นอกจากการเป็นหม้อไฟของเอเชียแล้ว นโยบายเศรษฐกิจของพรรค ฯ และรัฐยังมุ่งเน้นพัฒนาให้ สปป. ลาวเป็นฐานการผลิตเกษตรกรรมแบบอินทรีย์ด้วย สอดคล้องกับคำกล่าวของสะลอง ทินนะวง (อ้างใน อาหมัด เบ็ญอาหวัง, ๑๔ สิงหาคม ๒๕๕๘) ที่กล่าวถึงนโยบายการผลิตข้าวอินทรีย์ของสปป. ลาวว่า “สปป.ลาวได้ผลิตข้าวหอมมะลิอินทรีย์เกรดพรีเมียมชื่อ ข้าวหอมสังข์ทอง ซึ่งเป็นพันธุ์ข้าวที่ต้องการของตลาดบนทั้งจีนและญี่ปุ่น” ทั้งนี้คอลัมน์ “นานาสาระ” ได้พยายามตอกย้ำว่า การที่เศรษฐกิจของ สปป. ลาวมีการเจริญเติบโตอย่างมาก และประเทศมีความทันสมัยนี้ ล้วนเกิดจากการขับเคลื่อนนโยบายเศรษฐกิจตามแนวทางของพรรคประชาชนปฏิวัติลาวและรัฐที่ได้นำทรัพยากรธรรมชาติที่มีอยู่ เช่น ป่าไม้ แร่ธาตุและที่ดิน มาเป็นฐานการผลิตทางเศรษฐกิจ ซึ่งสอดคล้องกับคำกล่าวของปิ่นแก้ว เหลืองอร่ามศรี, ๒๕๕๔, หน้า ๑๕ อ้างใน ศุทธิกานต์ มีจั่น, ๒๕๕๖, หน้า ๑๙) ที่ว่า สปป.ลาว ได้ใช้ทรัพยากรธรรมชาติที่มีอยู่อย่างมากมายเป็นจุดแข็งของประเทศเพื่อเชื่อมโยงเศรษฐกิจของประเทศให้เข้ากับเศรษฐกิจโลกด้วยการเปิดรับการลงทุนจากภายนอก แต่อย่างไรก็ตาม ลาวก็ตระหนักเป็นอย่างดีถึงผลกระทบด้านลบอันเกิดจากการพัฒนาเศรษฐกิจแบบทุนนิยม จึงได้พยายามควบคุมการเจริญเติบโตทางเศรษฐกิจอย่างระมัดระวังซึ่งสะท้อนจากโลกทัศน์ที่ปรากฏในคอลัมน์ “นานาสาระ”ด้วยการท้วงติงว่าไม่ควรเร่งพัฒนาเศรษฐกิจมากจนเกินไปเพราะอาจประสบกับความเสียหายเหมือนกับบางประเทศ ซึ่งความคิดของลาวเกี่ยวกับการพัฒนาเศรษฐกิจอย่างระมัดระวังและควรไม่เร่งรัดพัฒนามากจนเกินไปนี้ สอดคล้องกับคำกล่าวของ ศรีประภา เพชรมีศรี (๒๕๔๒, หน้า ๒๓๒ - ๒๓๓) ที่ว่า “แม้ลาวจะประกาศสนับสนุนเศรษฐกิจแบบตลาด แต่แผนพัฒนาต่าง ๆ ของลาวก็ยังเน้นการส่งเสริมเศรษฐกิจแบบยังชีพที่เน้นให้ประชาชนพึ่งพาตนเอง โดยเฉพาะอย่างยิ่ง เมื่อประเทศไทยซึ่งเป็นประเทศเพื่อนบ้านประสบปัญหาวิกฤตเศรษฐกิจใน ค.ศ. ๑๙๙๗ (พ.ศ. ๒๕๔๐) ทำให้ลาวนำมาเป็นบทเรียนในการดำเนินนโยบายเศรษฐกิจอย่างระมัดระวังมากขึ้น” ส่วนโลกทัศน์ด้านวัฒนธรรมพบว่าลาวให้ความสำคัญกับวัฒนธรรมของชาติเป็นอย่างยิ่งโดยมองว่าหากสูญเสียวัฒนธรรมเท่ากับการสูญชาติ โดยเฉพาะอย่างยิ่ง ภาษาลาว อาจส่งผลต่อการสูญเสียชาติ เพราะลาวมองว่าวัฒนธรรมต่างชาติเหล่านี้อาจมีผลโดยตรงต่อการเปลี่ยนแปลงอุดมการณ์ทางการเมืองการปกครองของ สปป. ลาวได้ในอนาคตข้างหน้า การที่ลาวให้ความสำคัญกับวัฒนธรรมอย่างมากเนื่องจากลาวอาศัยวัฒนธรรมเป็นเครื่องมือหลักในการขับเคลื่อนประเทศให้เป็นไปในทิศทางต่าง ๆ ตามนโยบายของพรรคฯ และรัฐ ซึ่งลาวได้ใช้การปฏิวัติวัฒนธรรมร่วมกับการปฏิวัติทางการเมืองมาตลอดนับตั้งแต่อดีต เช่น เมื่อครั้งที่มีการต่อสู้ของแนวลาวรักชาติในอดีต (ปัจจุบันคือพรรคประชาชนปฏิวัติลาว)เพื่อปลดแอกลาวจากจักรวรรดินิยมตะวันตก ในครั้งนั้นพูมี วงวิจิด ได้ปฏิวัติระบบไวยากรณ์ลาวใหม่ให้ง่ายต่อการอ่านและเขียนสำหรับใช้สื่อสารในเขตปลดปล่อย เนื่องจากไวยากรณ์แบบเดิมของลาวที่เคยใช้อยู่ก่อนหน้านั้นนั้นมีตัวสะกดที่นอกจากสะกดไม่ตรงตามมาตราแล้ว ยังมีตัวการันต์ที่ทำให้ยุ่งยากมากขึ้นด้วย การปฏิวัติวัฒนธรรมทางภาษาด้วยการปรับระบบการเขียนใหม่ในครั้งนั้น แนวลาวรักชาติมีจุดมุ่งหมายเพื่อดึงมวลชนซึ่งเป็นชนเผ่าต่าง ๆ ที่ต่างก็มีภาษาของตนให้เข้ามาเป็นกองกำลังสนับสนุนให้มากที่สุดเป็นการขยายฐานมวลชนให้มากขึ้นเพื่อร่วมต่อสู้ปลดแอกชาติ ซึ่งจำเป็นต้องใช้ภาษาเป็นสื่อกลางในการสื่อสารเพื่อให้มวลชนเข้าใจอุดมการณ์ระบอบการปกครองแบบสังคมนิยมจะได้มีอุดมการณ์ร่วมกัน (ปรียาภรณ์ กันทะลา ,๒๕๕๒, หน้า ๑๖๒-๑๖๗) ต่อมาหลังจากที่สามารถปลดแอกเป็น สปป. ลาวแล้ว รัฐบาลได้ประกาศใช้ตัวหนังสือ “ลาวใหม่” เป็นตัวหนังสือของ สปป.ลาว ตัวหนังสือลาวใหม่จึงเป็นสัญลักษณ์ของการปกครองรูปแบบใหม่ (ระบอบสังคมนิยม) ของลาวด้วย ปัจจุบันลาวก็ยังคงใช้วัฒนธรรมเป็นเสาหลักร่วมกับการเมืองในการขับเคลื่อนประเทศ ดังจะเห็นได้จากแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติฉบับที่ ๗ (พ.ศ. ๒๕๕๔-๒๕๕๘) ซึ่งระบุไว้อย่างชัดเจนว่าเป้าหมายหลักหนึ่งในสี่ด้านที่ลาวกำหนดในการพัฒนาเศรษฐกิจและสังคมแห่งชาติก็คือ “มุ่งการพัฒนาเศรษฐกิจอย่างยั่งยืนควบคู่ไปกับความก้าวหน้าทางสังคมและวัฒนธรรม การอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม” (สำนักงานข้าราชการพลเรือน, มปป., หน้า ๗๒) ส่วนโลกทัศน์ด้านการศึกษาของลาวนั้น ส่วนใหญ่เป็นผลมาจากการความต้องการพัฒนาประเทศทั้งด้านเศรษฐกิจและสังคม ทำให้ลาวต้องการประชากรที่มีคุณภาพเพื่อจะได้เป็นกำลังสำคัญในการพัฒนาประเทศ และการที่จะได้มาซึ่งประชากรที่มีคุณภาพนั้นต้องอาศัยการศึกษาเป็นเครื่องมือสำคัญ ลาวจึงปฏิรูปการศึกษาให้สอดรับกับแผนการพัฒนาเศรษฐกิจและสังคม ซึ่งเป้าหมายของแผนดังกล่าวนี้ก็เพื่อให้ สปป.ลาวหลุดพ้นจากการเป็นประเทศด้อยพัฒนาน้อยที่สุด (Least Development Country) ภายในปี พ.ศ. ๒๕๖๓ โดยลาวได้ปรับปรุงหลักสูตรใหม่ตั้งแต่ปี ค.ศ. ๒๐๐๙ (พ.ศ. ๒๕๕๒) ที่เน้นการผลิตนักเรียนให้สอดคล้องกับสถานการณ์ทางด้านเศรษฐกิจและสังคมในยุคปัจจุบันมากขึ้น โดยเฉพาะอย่างยิ่ง ระดับอาชีวศึกษาโดยมุ่งเน้นการผลิตและพัฒนากำลังคนให้เป็นไปตาม "กรอบมาตรฐานคุณวุฒิแห่งชาติ” (Nation Qualifications Framework - NQF) โดยกระทรวงศึกษาธิการได้ร่วมกับกระทรวงแรงงานได้จัดให้มีการวัดมาตรฐานฝีมือแรงงานและออกใบรับรองให้แก่แรงงานสาขาอาชีพต่าง ๆ (อดิศักดิ์ ศรีสม, ๙ มกราคม ๒๕๕๘) ซึ่งนอกจากจะเป็นการตอบสนองความต้องการในการพัฒนาประเทศแล้ว ยังเป็นการสร้างมาตรฐานแรงงานเพื่อเข้าสู่ประชาคมอาเซียนในอนาคตด้วย อย่างไรก็ตาม โลกทัศน์บางอย่างซึ่งเป็นผลมาจากเศรษฐกิจแบบทุนนิยม เช่น การศึกษาเพื่อต้องการจบแต่ไม่ต้องการความรู้ นับเป็นอุปสรรคอย่างยิ่งต่อการพัฒนาประเทศของลาว แต่ลาวก็สามารถใช้จุดแข็งที่ตนมีอยู่คืออำนาจรัฐในระบอบสังคมนิยมมาบริหารจัดการปฏิรูปการศึกษา ทำให้คุณภาพการศึกษาของลาวปรับตัวดีขึ้นคืออยู่ในลำดับที่ ๖ ของอาเซียนเมื่อปี พ.ศ. ๒๕๕๘ ตามผลการจัดอันดับคุณภาพการศึกษาของ Global Competitiveness Report 2014-2015 (World Economic Forum, อ้างใน ภาวิช ทองโรจน์ ๗ กันยายน ๒๕๕๗) ส่วนโลกทัศน์เกี่ยวกับพลเมืองของชาตินั้น ลาวเน้นมากเรื่องความรักความสามัคคีปรองดองภายในชาติ และที่สำคัญคือพลเมืองทุกคนมีหน้าที่ต้องใช้ภาษาลาว การที่ลาวมีโลกทัศน์นี้เนื่องจาก สปป.ลาวประกอบด้วยกลุ่มชาติพันธุ์หลากหลายถึง ๔๙ ชาติพันธุ์ซึ่งชาติพันธุ์ต่าง ๆ เหล่านั้นล้วนมีภาษาและวัฒนธรรมของตนเอง หากไม่ใช้ภาษาลาวในการสื่อสารกันย่อมยากที่จะเข้าใจกัน และย่อมไม่เกิดความรู้สึกถึงความเป็นคนชาติเดียวกัน ประเด็นเรื่องภาษาจึงเป็นปัจจัยเบื้องต้นที่อ่อนไหวต่อการสร้างความแตกแยกของประชาชนลาว ประกอบกับประสบการณ์ในอดีตที่สปป.ลาวมีความแตกแยกมายาวนานภายใต้อาณานิคมของชาติต่าง ๆ ไม่ว่าไทย ฝรั่งเศส และภายหลังเมื่อได้อิสรภาพแล้ว ลาวก็ยังประสบกับปัญหาความขัดแย้งโดยใช้ สปป.ลาวเป็นสมรภูมิรบของอุดมการณ์ทางการเมืองระหว่างค่ายโลกเสรีที่มีอเมริกาสนับสนุนลาวฝ่ายขวากับค่ายคอมมิวนิสต์ที่มีรัสเซีย จีนและเวียดนามให้การสนับสนุนลาวฝ่ายซ้าย ประวัติศาสตร์ดังกล่าวนี้สร้างความเจ็บปวดให้แก่ลาวเป็นอย่างยิ่ง ลาวจึงให้ความสำคัญกับความรักสามัคคีและการใช้ภาษาลาว ทั้งนี้ก็เพื่อสร้างสำนึกของความเป็นชาติร่วมกัน และเพื่อความมั่นคงของประเทศทั้งด้านการเมืองและเศรษฐกิจ เนื่องจากลาวตระหนักดีถึงกระแสทุนนิยมที่ไหลบ่าเข้าสู่ประเทศนับแต่ สปป.ลาวเปิดประเทศ และได้ทวีความเข้มข้นมากขึ้น ประกอบกับกระแสโลกาภิวัตน์และสื่อโซเชียลที่มีผลต่อโลกทัศน์ของคนลาวรุ่นใหม่ ทั้งสองสิ่งนี้ย่อมท้าทายต่ออำนาจและเสถียรภาพทางการเมืองของประเทศและการปกครองระบอบสังคมนิยมของลาว ลาวจึงตอกย้ำโลกทัศน์เหล่านี้เพื่อต้องการให้พลเมืองลาวตระหนักถึงการเป็นพลเมืองที่ดีต้องประกอบด้วยคุณลักษณะดังกล่าวนี้ รวมทั้งต้องตั้งใจที่จะประกอบอาชีพหน้าที่การงานของตนอย่างเต็มที่โดยสุจริต เพราะหากประชาชนทำงานในหน้าที่ของตนอย่างเต็มที่และสุจริต นอกจากจะเป็นผลโดยตรงแก่ตัวบุคคลโดยปัจเจกที่ทำให้ประสบความสำเร็จในหน้าที่การงานแล้ว ยังส่งผลถึงความมั่นคงของพรรคและรัฐด้วย เพราะหากประชาชนมีงานทำมีรายได้เลี้ยงตัวเองได้ ความต้องการขั้นพื้นฐานของชีวิตได้รับการตอบสนอง ย่อมพึงพอใจต่อรัฐภายใต้การนำของพรรคประชาชนปฏิวัติลาว นั่นหมายถึงความมั่นคงของอำนาจและเสถียรภาพทางการเมืองของพรรคและรัฐด้วยเช่นกัน ส่วนโลกทัศน์ต่อกลุ่มชาติพันธุ์ที่ปรากฏในคอลัมน์ “นานาสาระ” ปรากฏชัดเจนสองกลุ่ม ได้แก่กลุ่มชาติพันธุ์ไทยกับกลุ่มชาติพันธุ์เวียดนาม คนลาวมีโลกทัศน์ว่าคนไทยชอบดูถูกคนลาว แต่สำหรับเวียดนามแล้วลาวมองว่าเป็นมิตรแท้ที่เป็นเพื่อนตาย โลกทัศน์ทั้งสองนี้ล้วนเป็นผลมาจากประวัติศาสตร์ในอดีตนับแต่ราชอาณาจักรสยาม นอกจากนี้ ในยุคสงครามเย็นที่มีการต่อสู้ของอุดมการณ์ทางการเมืองระหว่างลัทธิเสรีประชาธิปไตยที่มีสหรัฐอเมริกาเป็นผู้นำกับลัทธิคอมมิวนิสต์ที่มีสหภาพโซเวียตและจีนเป็นผู้นำโดยใช้ประเทศลาวเป็นสมรภูมิรบโดยประเทศไทยได้ให้สหรัฐอเมริกาเข้ามาตั้งฐานทัพ ทำให้ลาวมองว่าการกระทำของไทยไม่ต่างอะไรกับการให้โจรมาอาศัยเพื่อที่จะเข้ามาปล้นบ้านของเพื่อนบ้านจนหมดตัว (ทองเลื่อน พิมมะสอน, ๗ สิงหาคม ๒๕๕๘) ส่วนการที่ลาวมีโลกทัศน์ต่อเวียดนามว่าเป็นเพื่อนตายนั้นก็เป็นผลจากประวัติศาสตร์ในอดีตเช่นกันที่เวียดนามที่นอกจากจะเป็นประเทศสังคมนิยมเหมือนกันแล้ว ยังให้ความช่วยเหลือสนับสนุนทั้งกองกำลังและอาวุธตลอดจนได้ต่อสู้ร่วมกันกับลาวมาตลอด ลาวจึงมองว่าเวียดนามเป็นเพื่อนแท้และเพื่อนตาย ส่วนโลกทัศน์เกี่ยวกับสื่อออนไลน์นั้นลาวมองว่าเป็นสิ่งที่ยากจะปิดกั้นการเข้าถึงของคนลาว ดังนั้นสิ่งสำคัญคือต้องให้ปัญญาแก่คนลาวให้รู้จักแยกแยะข้อมูลว่าอะไรเป็นข้อมูลที่เชื่อถือได้ อะไรดีหรือไม่ดีอย่างไร และสถาบันที่มีส่วนสำคัญในการให้ปัญญาแก่เยาวชนลาวได้แก่ ครอบครัว และสถาบันการศึกษา โดยเฉพาะอย่างยิ่ง พ่อแม่ที่จะต้องคอยสอดส่องดูแลลูกอย่างใกล้ชิดเพื่อจะได้ตามลูกได้ทัน ดังนั้นเด็กซึ่งเป็นเยาวชนเหล่านี้จะดีหรือไม่ดีอยู่พี่พ่อแม่เป็นสำคัญ ซึ่งสอดคล้องกับภาษิตที่เปรียบลูกเป็นบ้าน ส่วนพ่อแม่เป็น “แป” ซึ่งเป็นโครงสร้างหลังคาของบ้าน การที่หลังคาบ้านรั่วย่อมมีสาเหตุโดยตรงจากการวางไม้แปซึ่งเป็นโครงหลังคาไม่ได้ระดับ (หุมพัน รัดตะนะวง, 2007, หน้า 61) อย่างไรก็ตามแม้ว่าลาวจะเห็นว่ายากที่จะปิดกั้นคนของตนจากสื่อที่ไร้พรมแดนเหล่านี้ Discussion of the Results
For the worldview on the government concerning the country’s leaders or administrators, Laos projects that the rulers are even more important than the form of government regime since good governors will bring happiness to the people regardless of the form of government. Therefore, a leader must be patriotic, honest, patient and determined. Moreover, a leader must possess necessary knowledge and ability as well as the quality of leadership, have good knowledge of his subordinates, project justice and shun snobbery. This Laotian worldview regarding national leaders imposes compulsory qualifications for the country’s administrators as these qualities in national leaders will help drive the country towards modernity and economic prosperity. This worldview is also in accordance with the qualifications of leaders required by Lao People’s Revolutionary Party. Sudsaengphaeng Singdala et al. (2015, pp.13-69) indicate the fundamental qualifications of Laos’s leaders as required by the Party that the leaders must conduct their lives simply and economically because extravagance will lead to financial shortages and, hence, the inability to remain honest in their duties. The leaders must be diligent and determined to do good work for the country because the mission to protect and build the country is on-going and never-ending. The leaders must respect their subordinates, listen to them and consider their feelings, promote and support the subordinates in ways that correspond to the Party’s and the State’s ideology, but, at the same time, not blindly indulge in all their wishes and whims. The Laotian worldview in this regard also projects great admiration for the Party’s former leaders, especially those during the revolutionary years. Those leaders are perceived as having all the qualifications of great leadership and great models for the younger generations. For the worldview on Lao People’s Revolutionary Party, Laos perceives that the Party is as one with the country’s leaders and the people and, as already proven since the establishment of the Party, has stood shoulder to shoulder with the people in the fights for independence from imperialist power. Therefore, Lao People’s Revolutionary Party is the only political party that is able to lead the country and the people to safety and prosperity. This worldview reflects that Laos has tied “nationalism” tightly to the faith in Lao People’s Revolutionary Party by pointing out that the success of national development goes hand in hand with the party’s achievements. It could be observed that this worldview regarding the government is the result of enacting the government regime which requires harmonious functioning of the national government and the dominant political party. The Party elects its secretary who will act as the country’s president and who will nominate the cabinet from the party members. The Party’s executive board members have been thoroughly recruited by the Party. The fact that the Party and the country’s leaders and government are one and the same emphasizes the projection of political and national stability. For the above reasons, those selected by the Party to lead the country in administrative positions must possess the knowledge, ability and moral qualities according to “the Party’s ideology” to ensure national development and civic well-being. If everything goes according to plans, the government is secure. This stability also means the security of Lao People’s Revolutionary Party since it is the Party that nominates the national administrators and plans the national policy. This is in accordance with the socialist regime in which only Lao People’s Revolutionary Party has any role in national administration. The country’s first constitution in 1975 states that “Lao People’s Revolutionary Party is the only political party which directs the legislative power, judicial power and executive power in Lao People’s Democratic Republic.” (Songrit Phongern, 29 October 2010) For the worldview on the economy, Laos projects the worldview that the economy is an important driving force towards development. Hydroelectricity, in particular, acts as a domestic energy source for national development and an important export. Hydroelectricity is key to a leap in economic development and a pass for the country to become a modern industrial country. In addition, Laos is blessed with abundant natural resources, which is the country’s strength and which corresponds to the policy to become Asia’s “electrical generator.” It is also emphasized that hydroelectricity is clean energy and friendly to the environments of both Laos and the world. In addition to being Asia’s electrical generator, the Party’s and the State’s economic policy focuses on making Laos an organic agricultural base. This is in accordance with Salong Thinnawong’s statement about Lao’s policy on rice production (cited in Ahmad Benawang, 14 August 2015) that “Lao People’s Democratic Republic produces premium-grade organic jasmine rice called Sangthong Aromatic Rice which is in demand in both China and Japan.” The “Nanasara” column emphasizes that the fast-growing economy and modernity of the country is the result of the implementation of Lao People’s Revolutionary Party’s and the State’s economic policy which employs natural resources such as the forest, minerals and lands as the production base for the country’s economy. This is in accordance with the statement of Pinkaew Leungaramsri (2011, p.15, cited in Sutthikarn Meejan, 2013, p. 19) that Laos presents its natural abundance as its strength in order to connect the national economy to the global economy via foreign investment. Nevertheless, Laos is well aware of the possible negative impact that could result from capitalist economic development and has been careful with monitoring its economic growth, as reflected from the worldview in the “Nanasara” column criticizing that hasty economic development could damage the country, as seen in some other countries. This idea of careful economic development and the caution against hasty development corresponds to Sriprapha Phetmeesri’s statement (1999, pp.232-233) that “although Laos supports market economy, its development plans still focus on promoting subsistence economy which emphasizes self-sufficiency, especially when Laos learns to conduct the economic policy with more care after seeing Thailand, Laos’s neighboring country, suffer from the 1997 economic crisis.” For the worldview on culture, Laos is wary of any foreign culture, projecting that losing one’s culture, especially one’s national language, means losing one’s nation. Laos perceives that foreign culture can directly affect changes in Laos’s political ideology and government in the future. That Laos considers culture very important is because Laos employs culture as a main tool to direct the country according to the Party’s and the State’s policy. Laos has also implemented cultural revolutions together with political revolutions since the older days. For example, when Lao Patriotic Front (modern-day Lao People’s Revolutionary Party) was fighting for independence from imperialism, Phoo Wongjit revolutionized the grammatical system of the Lao language to make the language easier to read and write in order to be used for communication in the freed areas. The former grammatical system of the Lao language contained final consonants that were out of synch with the pronunciation as well as complicated silent characters. The linguistic revolution manifested in revolutionizing the writing system aimed to attract the hill-tribes, with their own languages, into the support army and to expand the manpower in the fight for independence, the process of which required a common language to communicate the socialist ideology and propagate socialism as their common ideology. (Preeyaporn Kantala, 2009, pp.162-167) After Lao People’s Democratic Republic was established, Laos enforced the use of the “New Lao” characters, which then became a symbol of the country’s new form of (socialist) government. At present, Laos still uses culture in combination with politics to drive the nation forward, as seen in the 7th National Economic and Social Development Plan (2011-2015) which clearly states that one of the four goals for economic and social development is “to focus on sustainable economic development that goes hand in hand with social and cultural progress and the preservation of natural resources and environments.” (Office of the Civil Service Commission, n.d., p.72) For the worldview on education, mainly driven by the needs for economic and social development, Laos projects a great desire for quality population capable of national development. In order to produce quality population, the country relies on education as the main tool. Laos, therefore, revolutionized domestic education to make it relevant to the National Economic and Social Development Plan, with the aim for the country to be rid of the title “The Least Developed Country” by the year 2020. The 2009 revised academic curricula focus on the production of students to meet the needs of current economic and social situations, especially those in vocational education, emphasizing on the production and development of manpower according to National Qualifications Framework (NQF). Ministry of Education and Ministry of Labor provide assessments for skilled labors and certificates for labors in different fields. (Adisak Srisom, 9 January 2015) This not only responds to the country’s needs for national development but also helps create labor standards for future integration into ASEAN community. However, certain aspects of the worldview affected by capitalist economy such as the needs for degrees but not for the knowledge pose a great threat to Laos’s national development. In any case, Laos has been able to use its strength as a socialist state to impose educational reform, and its quality of education was ranked number 6 in ASEAN in 2015 according to Global Competitiveness Report 2014-2015. (World Economic Forum, cited in Phawit Thongrot, 7 September 2014) For the worldview on civic duty, Laos puts great emphasis on national harmony, especially the use of the Lao language for all citizens. This emphasis derives from the fact that there are 49 ethnic groups in the country, and these ethnic groups all have their own languages and cultures. If there were no common language, the communication among different groups would be very difficult, and the sense of national unity would be impossible to achieve. The issue concerning languages, therefore, is a basic factor that is susceptible to being used as an excuse for riots. Laos also has a long history of division under the dominion of different nations such as Thailand and France. Even after winning its independence, Laos was faced with political conflicts between the right-wing democratic Laos supported by the United States of America and the left-wing communist Laos supported by Russia, China and Vietnam. This part of the history is a painful experience for the country. Therefore, Laos is now projecting the idealism of harmony and the unified use of the national Lao language to instill the conscience of nationalism in the people for the political and economic security of the country. Laos is aware of the increasing influence of capitalism since it ended its international isolation. Globalization and social media, in addition, have affected the worldview of the younger generations. This is a challenge to the nation’s political power and stability as well as its socialism. In response to these threats, Laos promotes the idea of civic duty emphasizing that everyone must be devoted to doing one’s best at work and to working with total honesty. Those who follow this idea will be successful at work, and the Party as well as the State will benefit from it. If the people earn enough for their livelihood and their basic needs are met, they will be satisfied with the government under the leadership of Lao People’s Revolutionary Party. Consequently, the Party and the State will be assured of their political power and stability. For the worldview on the ethnic groups as perceived in the “Nanasara” column, it could be perceived that there are two ethnic groups that are clearly mentioned: the Thais and the Vietnamese. Laos projects the worldview that Thai people tend to look down on Lao people. On the other hand, Lao people consider Vietnamese people their true friends. These two different aspects of the worldview are the results of the long history since that of the Kingdom of Siam. Moreover, during the period of the Cold War in which the political ideology of Democratic America clashed with that of Communist Soviet Russia and China, and in which Laos was used as the common battlefield, Thailand allowed the American army to set up military bases in the country. Laos considers this as equal to allowing a thief to live in one’s house to prepare to rob one’s neighbor. (Thongleun Phimmasorn, 7 August 2015) Laos’s attitude towards Vietnam as a true friend is also the result of their long history as socialist states and mutual assistance of military forces and weaponry in battles. For this reason, Laos considers Vietnam its true friend and a friend in need. For the worldview on online media, Laos perceives that it is difficult to prohibit the people’s access to the media, and, therefore, it would be better to educate the people to differentiate what is good from what is bad and to recognize reliable information. This education starts from the family and educational institutes. Parents, especially, must monitor their children closely to keep up with them. Whether the children will turn out good or bad depends very much on their parents. This is reflected in the proverb which compares a child to a house and the parents to the house’s “rafters”. If there is leakage in the roof, it is because the rafters are uneven. (Hoomphan Rattanawong, 2007, p.61) Nevertheless, although Laos sees that it is difficult to prohibit its people from accessing these borderless media, it projects that there should be a work unit responsible for screening media that can be harmful to Lao people and to national security. This also implies the screening of television programs. Laos projects the worldview that television, especially that of Thailand, is unreliable as it presents false information, particularly information related to the territory of Lao People’s Democratic Republic. The various aspects of worldview presented in the “Nanasara” column of Vientiane Mai newspaper are the result of Laos’s desire for development and prosperity and for its people to be free from poverty. They also reflect the country’s adjustment to globalization. Laos does this by attaching “nationalism” to the faith in Lao People’s Revolutionary’s Party and pointing out that the success of national development is in tandem with the success of the Party. Suggestions for Further Studies The Laotian worldview on the economy should be explored in detail as the country has welcomed many foreign investments. Although these have improved Laos’s economic growth and resulted in better living of Lao people, the country has received damages in aspects such as the loss of natural resources, environmental damages and wider gaps among the people in the society. |
