โลกทัศน์ด้านการปกครอง
คอลัมน์ “นานาสาระ” สะท้อนโลกทัศน์ของลาวว่า ผู้นำหรือผู้บริหารประเทศมีความสำคัญมากยิ่งกว่ารูปแบบการปกครอง เพราะหากผู้ปกครองดีไม่ว่ารูปแบบการปกครองใดประชาชนย่อมอยู่เป็นสุข ປະເທດໃດໜຶ່ງຈະມີຄວາມສະຫງົບສຸກ, ມີຄວາມຈະເລີນຮຸ່ງເຮືອງ ປະຊາຊົນມີຄວາມສຸກ ຄວາມສາມັກຄີ ...ບໍ່ໄດ້ຂຶ້ນຢູ່ກັບລະບອບ ແຕ່ຂຶ້ນຢູ່ທີ່ຜູ້ນຳ- ประเทศใดประเทศหนึ่งจะมีความสุข ความเจริญรุ่งเรือง ประชาชนมีความสุข ความสามัคคี ไม่ได้ขึ้นอยู่กับระบอบการปกครอง แต่ขึ้นอยู่ กับผู้นำเป็นสำคัญ บุคคลที่จะมาเป็นผู้นำจึงต้องประกอบด้วยคุณสมบัติต่าง ๆ ได้แก่ รักชาติ ซื่อสัตย์ อดทนและมุ่งมั่น มีความรู้ความสามารถ มีภาวะผู้นำ รู้จักผู้ใต้ปกครองเป็นอย่างดี มีความยุติธรรม และไม่เจ้ายศเจ้าอย่าง ซึ่งโลกทัศน์เกี่ยวกับผู้ปกครองของลาวนี้สอดคล้องกับคุณสมบัติของผู้นำที่พรรคประชาชาชนปฏิวัติต้องการ (สุดแสงแพง สิงดาลา และคณะ, ๒๐๑๕, หน้า ๑๓-๖๙) ทั้งได้ตอกย้ำว่าผู้นำที่กอปรด้วยคุณสมบัติต่าง ๆ ข้างต้นนั้น ปรากฏให้เห็นในตัวของบรรดาผู้นำของพรรคในอดีตทุกคน โดยเฉพาะอย่างยิ่งบรรดาผู้นำของพรรคในช่วงการปฏิวัติเพื่อการปลดปล่อยลาวให้เป็นอิสรภาพ |
The Worldview on the Government
The “Nanasara” column projects the Laotian worldview that the country’s leaders or government administrators are even more important than the form of government regime since good governors will bring happiness to the people regardless of the form of government. ປະເທດໃດໜຶ່ງຈະມີຄວາມສະຫງົບສຸກ, ມີຄວາມຈະເລີນຮຸ່ງເຮືອງ ປະຊາຊົນມີຄວາມສຸກ ຄວາມສາມັກຄີ ...ບໍ່ໄດ້ຂຶ້ນຢູ່ກັບລະບອບ ແຕ່ຂຶ້ນຢູ່ທີ່ຜູ້ນຳ- That a country will be happy and prosperous and its people will be happy and harmonious depends not on its government regime but mainly on its leaders. A leader, therefore, must be patriotic, honest, patient and determined. Moreover, a leader must possess necessary knowledge and ability as well as the quality of leadership, have good knowledge of his subordinates, project justice and shun snobbery. This Laotian worldview regarding national leaders is in accordance with the qualifications of leaders required by Lao People’s Revolutionary Party. (Sudsaengphaeng Singdala et al., 2015, pp.13-69) Also, the aforementioned qualifications can be found in all the Party’s leaders, especially in those during the period of revolution for independence. |
