โลกทัศน์เกี่ยวกับหน้าที่พลเมืองของชาติ
คอลัมน์ “นานาสาระ” สะท้อนโลกทัศน์ว่า หน้าที่สำคัญของพลเมืองลาวที่มีต่อชาติคือ ต้องมีความรักชาติ ซึ่งแสดงออกด้วยการมีความสามัคคีปรองดองกัน ต้องใช้สินค้าลาว และใช้เงินกีบลาว และต้องพูดภาษาลาว สิ่งเหล่านี้เป็นการสร้างสำนึกของความเป็นชาติร่วมกัน และเพื่อความมั่นคงของประเทศทั้งด้านการเมืองและเศรษฐกิจ พร้อมทั้งได้ตอกย้ำว่าการที่พลเมืองลาวปฏิบัติตามหน้าที่ของพลเมืองดังได้กล่าวมาข้างต้นนั้น ถือเป็นการแสดงถึงการเตรียมความพร้อมของประเทศเพื่อเข้าสู่ประชาคมอาเซียน ทั้งนี้เนื่องจากลาวตระหนักดีถึงกระแสทุนนิยมที่ไหลบ่าเข้าสู่ประเทศนับแต่ สปป.ลาวเปิดประเทศ และได้ทวีความเข้มข้นรุนแรงมากขึ้น ประกอบกับกระแสโลกาภิวัตน์และสื่อโซเชียลที่มีผลต่อโลกทัศน์ของคนลาวรุ่นใหม่ ทั้งสองสิ่งนี้ย่อมท้าทายต่ออำนาจและเสถียรภาพทางการเมืองของประเทศและการปกครองระบอบสังคมนิยมของสปป.ลาว ลาวจึงตอกย้ำโลกทัศน์เหล่านี้เพื่อต้องการให้พลเมืองลาวตระหนักถึงการเป็นพลเมืองที่ดีต้องประกอบด้วยคุณลักษณะกล่าวนี้ นอกจากนี้ยังมีโลกทัศน์ว่า พลเมืองทุกคนต้องตั้งใจประกอบอาชีพหน้าที่การงานของตนอย่างเต็มที่โดยสุจริต ทั้งนี้เพราะหากประชาชนทำงานในหน้าที่ของตนอย่างเต็มที่และสุจริต นอกจากจะเป็นผลโดยตรงแก่ตัวบุคคลโดยปัจเจกคือทำให้ประสบความสำเร็จในหน้าที่การงานแล้ว ยังส่งผลถึงความมั่นคงของพรรคและรัฐด้วย เพราะหากประชาชนมีงานทำมีรายได้เลี้ยงตัวเองได้ ความต้องการขั้นพื้นฐานของชีวิตได้รับการตอบสนอง ย่อมพึงพอใจต่อรัฐบาลภายใต้การนำของพรรคประชาชนปฏิวัติลาว นั่นหมายถึงความมั่นคงของอำนาจและเสถียรภาพทางการเมืองของพรรคและรัฐด้วยเช่นกัน |
The Worldview on Civic Duty
The “Nanasara” column reflects the worldview that the important duty of Lao citizens towards the country is loyalty, which can be expressed through their unity and harmony, desire to use Lao products and currency, and use of the Lao language. These actions help instill the conscience of nationalism for national security in terms of both politics and economy. It is also emphasized that following the civic duty as described above shows the county’s readiness to become part of the ASEAN community. Laos realizes that capitalism has played an increasingly important role since the country’s emergence from international isolation and that globalization and social media have great influences on the worldview of the country’s younger generations. These pose challenges both to the country’s political power and security and to its socialism. Laos, therefore, puts emphasis on this worldview to make the citizens aware of their civic duty based on these qualifications. In addition, Laos also projects the worldview that all citizens must be conscientious in conducting their professions to the fullest of their ability and with complete honesty. This will result directly in the professional success of the individuals as well as in the security of the Party and the State. If the people can generate enough income for their livelihood, their basic needs will be met. As a result, they will be satisfied with the government under the direction of Lao People’s Revolutionary Party, which will, in turn, bring about the Party’s and the State’s political power and security. |
